In California, PZEV has its own administrative category for low-emission vehicles. This category is made in the bargain between the car maker and the California Air Resources Board (CARB), so automakers can delay making compulsory zero-emission vehicles (ZEVs) - electric vehicles and fuel cells.

Standard Super Ultra Emission Vehicle (SULEV) is tighter than the Ultra Low Emission Vehicle and low emission vehicle standards. All components related to emissions, including the electric drive parts of hybrid electric vehicles, must be guaranteed for 15 years or 150,000 miles.

Advanced PZEVs Technology (AT-PZEVs) are at least as "clean" as the regular PZEV CARB also prepares TZEV (Transitional ZEV, formerly Enhanced AT-PZEV) categories for plug-in hybrids (PHEVs) and hydrogen vehicles. (Not to be confused with Hydrogen Fuel Cell Electric Vehicles that are certified as ZEV or Zero Emission Vehicles.) In addition to the 15 year warranty or 150,000 miles (depending on the automaker for the warranty period) for evaporative zero emissions (fuel systems), and exhaust emissions SULEV, PHEVs should also warrant their tractional battery for 10 years or 150,000 miles. While PHEVs and hydrogen internal combustion engine vehicles exist, none meet this stringent standard.

Except for some hybrids and alternative fuel vehicles, PZEV does not inherently offer consumers any incentives other than extended emission guarantees. In particular, PZEV vehicles do not automatically qualify for hybrid vehicle tax credits or for "clean air vehicle" stickers used to allow hybrid car drivers to use car-pool lanes.

PZEVs, however, provide benefits to the original car maker in the form of ZEV credits. Cars must have a number of ZEV credits based on the number of vehicles they sell annually in California, with the exception being awarded to small volume manufacturers. Without ZEV credits, cars can not be sold in California. Cars with excess credits can sell them. No automaker ever skipped compliance.

Initially, PZEV was only available in California, Maine, Massachusetts, New York, Oregon, Vermont, some dated areas near those countries, and Canada. The six "clean car countries" have implemented California motor vehicle pollution control rules. Other countries soon began implementing these standards, including Alaska, Connecticut, Maryland, New Jersey, Pennsylvania, Rhode Island and Washington, and PZEV is now widely available in the United States.
